In a <a href="https://stubgroup.com/blog/the-state-of-google-ads-suspensions-2025/">StubGroup review</a> of more than 1,000 recent cases, it accounted for 37%, the single largest category. Google treats it as an egregious violation, which means suspension on detection, no warning, and a notice telling you that you cannot advertise with Google Ads again.</p><p>So a sharp question follows. Are most of these suspensions mistakes? Plenty of agencies answer yes, because a confident yes sells reinstatement. Cloaking covers showing Google one page while showing visitors another, so a reviewer sees something compliant while users see something Google would block. Multiple account abuse covers opening fresh accounts after a suspension to keep running ads Google already stopped. Advertiser verification covers handing Google false identity or business details during its checks.</p><p>The wider bucket pulls in related patterns: recreating ads or domains that were already disapproved, spreading violations across two or more accounts, and running ads in a category you hold no certification for. Google adds that it can act on adverse regulatory rulings or direct complaints from users. The same page draws one clear line. Accounts do not get suspended under this policy for editorial faults like a misspelled word or broken formatting.</p><p>Read the list again and a pattern stands out. Every item describes behavior and account-level signals. None of them turns on the wording of a single ad. The signals it watches for show up in legitimate businesses every week, with no attempt to trick anyone.</p><p>A rebrand is the clearest case. You move to a new domain, and the old URLs still redirect to it. To Google&#8217;s crawler, a redirect from the address in your ad to a different destination matches the cloaking pattern. You were cleaning up a migration. Google&#8217;s system counts a redirect and suspends.</p><p>Multiple accounts trip the same wire. A retailer runs one account per brand. An agency runs dozens for separate clients under a single manager account. You close an old account and open a clean one. Each setup is ordinary, and each adds the account links that the multiple-account rule exists to catch.</p><p>The harshest version involves accounts you do not control. Google&#8217;s own best practices tell advertisers that a suspension on any connected account has to be reinstated first, and to check with their agency about it. In practice, a shared office IP, a payment card used across two businesses, or an agency whose other client got banned can pull your account into a Circumventing Systems suspension, a penalty earned by someone else.</p><p>Verification adds its own mismatches. even means here</h2><p>Before calling these suspensions wrong, settle what wrong means. False positive can describe two different situations.</p><p>In the first, nothing triggered. A legitimate business with one account, one domain, no redirects, and clean verification gets suspended anyway, because Google&#8217;s system matched it to a risk pattern by mistake. That is a false positive by any reading.</p><p>In the second, a real signal fired without any attempt to deceive. The rebrand redirect existed. The second account existed. Google detected a true pattern, and the owner still did nothing dishonest. Under Google&#8217;s strict standard, the detection was correct. The owner was honest all the same.</p><p>Google&#8217;s own page proves the gap. The policy allows showing different content for language, location, special offers, or connection speed, and it allows redirects and click trackers, as long as you are not hiding a policy violation. The dividing line is intent. An automated system cannot assess intent. It reads the redirect, the second account, the shared card, and applies the rule.</p><h2>Why &#8220;mostly&#8221; cannot be proven</h2><p>One hard limit blocks a clean answer. Google does not publish a false-positive rate for Circumventing Systems, or for any single policy. It reports how many accounts it suspends, never how many it suspends in error. So no one outside Google can put a percentage on this policy and defend it.</p><p>Reinstatement numbers tempt people to try. Specialists, this firm included, win back a large share of Circumventing Systems cases. That rate proves less than it appears. Reinstatement covers two groups at once: businesses that were innocent, and businesses that fixed a genuine violation by removing a redirect, consolidating accounts, or correcting a verification record. A high win rate folds both together. Reading it as proof that most suspensions were mistakes treats a sales figure as evidence.</p><p><strong>37% </strong>Circumventing Systems&#8217; share of suspensions in a StubGroup cohort of 1,000+ cases, the largest of any category. Whatever its error rate, it affects more accounts than any other policy.</p><h2>What the evidence does support</h2><p>Set the unprovable aside and real signals remain. Circumventing Systems is the largest single suspension category, so it produces more affected accounts than any other policy whatever its error rate. Google <a href="https://blog.google/products/ads-commerce/improved-accuracy-account-suspensions/">admitted in November 2025</a> that it had been suspending legitimate advertisers, and reported cutting incorrect suspensions by more than 80% after retraining its systems. Google did not break that figure down by policy. As the largest category, Circumventing Systems sat among the biggest contributors to it.</p><p>The design points the same way. Of all Google&#8217;s enforcement categories, this one leans hardest on behavioral inference across accounts and identities, the exact area where honest operators and evaders generate matching signals. A policy built on intent, enforced by systems that cannot assess intent, will catch honest businesses at a higher rate than a policy that judges the content of one ad.</p><h2>So, mostly false positives?</h2><p>Put the evidence together and the answer splits in two.</p><p><strong>Are most Circumventing Systems suspensions false positives? </strong>No one can prove it, and a clean yes overstates what the public record allows. Google publishes no per-policy error rate, and high reinstatement rates include genuine violations that owners went on to fix.</p><p><strong>Is this policy the most prone to false positives? </strong>The evidence points to yes. It enforces intent through behavioral signals that honest businesses produce every week, it is the largest suspension bucket, and Google has conceded it was suspending legitimate advertisers in error.</p><p>The fair summary sits between those two. A large, uncounted share of Circumventing Systems suspensions hit businesses that never tried to deceive Google. That share might cross half. Nobody outside Google can say. If you ran clean and got caught, the aggregate does not matter to you. The account is gone, the notice claims a lifetime ban, and the work of proving you belong falls on you.</p><h2>A word on who is telling you this</h2><p>Weigh the source. This firm earns money reinstating Circumventing Systems suspensions, so an article arguing the policy overreaches serves our interest. We have kept to what the record supports. The scope and enforcement language come from Google&#8217;s own policy page. The error-rate admission comes from Google&#8217;s blog. We have refused to hand you the number you might want most, the share of these suspensions that are mistakes, because Google does not publish it and we will not invent it.</p><h2>If you were suspended for this</h2><p>Start by naming the signal. Circumventing Systems fires for specific reasons: a redirect, a second account, a link to a suspended account, a verification mismatch, or recreated content that Google already disapproved. Find which one applies to you before you write a word of appeal.</p><p>If you know you were not trying to deceive Google, you have a real case. You still have to make it, because Google&#8217;s review starts from the position that the detection was right. Fix the trigger you found, document the fix, and submit one careful appeal that explains the innocent reason behind the signal. Google reinstates these accounts in compelling circumstances, including genuine mistakes, and a thorough, honest appeal is how you show one.
